JOANN SAGARAL is a digital and acrylic artist specializing in space beautification and community art outreach.She is a resident artist with the Stockton-based collective Static Studios Media LLC, where she collaborates with other creatives in the area to create unique showcases.She is an active board member of The Stockton Art League. SAGARAL has contributed art and art services to local organizations, such as the Warrioress League 209, Little Manila Rising, PREVAIL, and the Ethnic Chambers Alliance of San Joaquin County.For community advocacy and information, SAGARAL is an active member of the Downtown Comeback Club.She creates art products such as magnets, postcards, and stickers. Opinion: Fewer libraries, more ignorance

I think the planned 3-year closure of the Cesar Chavez Library is an abhorrent idea and will cause harm to our community. Many populations, especially overlooked and isolated ones, are going to be impacted adversely by this decision.Stockton is designated as being in the lower HPI quartile when compared to the rest of California, specifically the south side. This means a neighborhood has fewer economic, educational, and environmental resources, which strongly predicts a lower average life expectancy (NIH).The Cesar Chavez Library serves as a lifeline for people without:
- Housing
- Transportation
- Information/internet access
- Air conditioning
- A safe placeFor some, it’s one or two of those things, and for many it’s the entire list. Without the library, it is going to force people with a choice on how to cope without these amenities.Many Cesar Chavez Library patrons do not have expendable income to spend on a cafe or restaurant in order to supplement the time they would have spent at the library. There are 30 minute limits in the dining areas for fast food restaurants. Restaurants and cafes may or may not have internet access. They do not have books.The provided nearest branches are not ideal substitutes. Taking away this central location could further antisocial activities and impact our communities' mental health. The mental health of the community is already being inundated with the current administration’s actions and social unrest.The longer this library is closed, it is going to push vulnerable people with complex mental health and/or addiction issues to other neighborhoods and business districts since they can no longer rely on this location. Extreme weather conditions are going to impact the individuals that would’ve relied on the library for shelter.Individuals who cannot find a way to replace this constructive time they would’ve spent at the library may go back to destructive, antisocial, or criminal habits.People looking for a job who do not have computer or internet access rely on Cesar Chavez Library for their technology. Closing the library will discourage them. In this economic downturn, it is already concerning for individuals to read headlines about the AI replacement and lay-offs of thousands of people.Eliminating a civic asset (for three years) is not going to make people feel valued or heard when they are spending more and more on taxes, rent, and necessities.It is going to make people more desperate.Capital projects are mandatory, necessary things, but they should be planned with more consideration of the populations they are disrupting.

My name is JoAnn Sagaral; I am a longtime Stockton resident and artist advocate. The following information is my personal opinion only and not reflective of the organizations I am currently involved in.On the topic of the 2027 Stockton Arts Grants Program:Positive current and past observable uses of grants resources:
- Painting, arts-related, craft-related activities at community centers across Stockton
- Space beautification projects of different parts of Stockton (Louis Park, Van Buskirk, Stribley)
- Mural painting classes with Kia Duras-Carter
- Stockton Art League - Artist Demos
- Stockton Civic Theater
- Stipends for Artist Projects at Public Events - Flavor Fest 2024Comments from 08/03/26 meeting regarding the 2027 Stockton Arts Grants Program:Commissioner Leonel A. Martinez mentioned using the funds to create a local film festival- This is an agreeable idea that can be bolstered by several existing organizations:
Stockton Film Club - Huddle Cowork
- Unknown Space (holds a yearly indie film showcase) - HATCH Workshop
- Multiple independent music producing locations; there are genres ranging from gospel, hardcore, hip-hop, and alternative that are producing visuals and music consistently
- We have had recent Hollywood influence from One Battle After Another (2025) and HBO-series Rooster (2026)
- Modesto and neighboring cities already have established film competitions (e.g. 48-hr Film Project)Ideas from the 07/28/26 Open Forum with Councilman Enriquez and Vice Mayor Lee:- Re-hashing a version of Tony Washington’s youth and young adult talent show Apollo Night; started in 1995 as an annual platform for Northern California unsigned poets, performers, etc. to compete and have exposure
- Have more equitable access to event venues; reduce financial barriers and red tape
Invite more outside entertainment resources to collaborate and highlight the area (e.g. Jo Koy, Nate Diaz, Dave Brubeck’s heirs)
- Have low barrier events that involve street closure, farmer’s markets and “porch fest” like settings
- Re-establishing a night life that is safe and self-sustainingMy personal recommendations:- Stronger B2B communication and event coordination between city, private, and creative sectors
- Utilize dates of major concerts, conferences, influxes of visitors better to put art in front of more eyes (e.g. have Stockton Art Nights during major events occurring in the Center section of the Auditorium, SJ Fairgrounds/Weber Point Event Center
- Artists need more institutional support
- Challenge organizations to match SAC support
- Sponsorship of artists displaying (e.g. Lodi Arts Foundation pays $75 to artists that sell at the quarterly Lodi Art Hop, $200 to performers)
- There should be more programming encouraging the entrepreneurial and practical aspects of creative and performing arts
- Micro-residencies: Have agreements with hotels to sponsor or discount 1-3 nights stays for local AND out of town
- Grant honorarium and exposure for artists involved
- Highlight city tourism, business amenities
- I liked Dr. Dayanna Knight’s booklets of Historic Stockton; I think the idea should be re-imagined to encourage younger audiences to create their own narratives of Stockton
- Innovate internship programs of Downtown Stockton Alliance, Digital NEST, Delta College, and UOP to result in more public activations
