JOANN SAGARAL is a digital and acrylic artist specializing in space beautification and community art outreach.She is a resident artist with the Stockton-based collective Static Studios Media LLC, where she collaborates with other creatives in the area to create unique showcases.She is an active board member of The Stockton Art League. SAGARAL has contributed art and art services to local organizations, such as the Warrioress League 209, Little Manila Rising, PREVAIL, and the Ethnic Chambers Alliance of San Joaquin County.For community advocacy and information, SAGARAL is an active member of the Downtown Comeback Club.She creates art products such as magnets, postcards, and stickers. Her whiteboard piece “BILLBOARDS” was drawn on by dozens of participants at InnerG’s anniversary event on Oct. 3, 2025, celebrating 8 years of self-expression and holding space for all creatives.

Opinion: Fewer libraries, more ignorance

I think the planned 3-year closure of the Cesar Chavez Library is an abhorrent idea and will cause harm to our community. Many populations, especially overlooked and isolated ones, are going to be impacted adversely by this decision.Stockton is designated as being in the lower HPI quartile when compared to the rest of California, specifically the south side. This means a neighborhood has fewer economic, educational, and environmental resources, which strongly predicts a lower average life expectancy (NIH).The Cesar Chavez Library serves as a lifeline for people without:
- Housing
- Transportation
- Information/internet access
- Air conditioning
- A safe placeFor some, it’s one or two of those things, and for many it’s the entire list. Without the library, it is going to force people with a choice on how to cope without these amenities.Many Cesar Chavez Library patrons do not have expendable income to spend on a cafe or restaurant in order to supplement the time they would have spent at the library. There are 30 minute limits in the dining areas for fast food restaurants. Restaurants and cafes may or may not have internet access. They do not have books.The provided nearest branches are not ideal substitutes. Taking away this central location could further antisocial activities and impact our communities' mental health. The mental health of the community is already being inundated with the current administration’s actions and social unrest.The longer this library is closed, it is going to push vulnerable people with complex mental health and/or addiction issues to other neighborhoods and business districts since they can no longer rely on this location. Extreme weather conditions are going to impact the individuals that would’ve relied on the library for shelter.Individuals who cannot find a way to replace this constructive time they would’ve spent at the library may go back to destructive, antisocial, or criminal habits.People looking for a job who do not have computer or internet access rely on Cesar Chavez Library for their technology. Closing the library will discourage them. In this economic downturn, it is already concerning for individuals to read headlines about the AI replacement and lay-offs of thousands of people.Eliminating a civic asset (for three years) is not going to make people feel valued or heard when they are spending more and more on taxes, rent, and necessities.It is going to make people more desperate.Capital projects are mandatory, necessary things, but they should be planned with more consideration of the populations they are disrupting.
